Most people associate water-soluble films with laundry pods. You know the ones — toss a small capsule into the wash, and the casing dissolves in the machine. But that familiar product is just one small slice of a market quietly reshaping how the world thinks about packaging waste.
The global water-soluble films market is valued at $578.2 million in 2025 and is projected to reach $798.8 million by 2031, growing at a CAGR of 5.7% from 2026 to 2031. What's fueling that growth isn't one single trend — it's a confluence of regulatory pressure, consumer behavior shifts, and industrial demand converging at the same time.
Governments are accelerating the push. France, Germany, China, India, Canada, Chile, and Australia have all enacted regulations restricting single-use plastics, and water-soluble films are emerging as one of the more practical alternatives. Meanwhile, ESG commitments from global manufacturers are creating internal pressure to rethink packaging entirely, even where regulation hasn't yet caught up. Unit-dose applications — laundry pods, dishwasher capsules, agrochemical sachets — are expanding beyond household cleaning into food and beverage, cosmetics, and agriculture.
The technology is evolving too. Companies like POLYVA are integrating AI into production processes, while innovators such as TerraSafe Holdings are developing edible, plant-based pod formats for coffee and protein powders. Starch-based and cellulose derivative films are broadening what's possible without conventional plastics. Key players including Kuraray, Mitsubishi Chemical Group, and Sekisui Specialty Chemicals are driving much of this development. Asia-Pacific leads the market with a 38.0% share, driven by rapid industrialization and domestic packaging growth across China and Japan.
